OpenERP is a big project with a massive span and scope. OpenERP SA are not always the best to get answers from, but do seem to be getting more organised than they were.
Don't forget the OpenERP IRC too ! Can be useful sometimes My thoughts with OpenERP is that it is more hard work than a commercial ERP solution, you end up with sub projects that appear to work then find they don't quite - BI. Webmail is supposed to be a feature but actually isnt working as yet. But the depth and breadth you can access is incredible. There is a certain amount of 'due diligence' you have to do - I think openerp.tv (and other vidds on youtube) is a good way in to see the power and scope of the platform, and the OpenERP book, written by Fabien and Geoff Gardiner is also very good. Its a shame you havent heard back from many partners, but there are others who aren't officially partners who do support OpenERP too. Have you tried Credativ in UK and Germany ? Stick at it ..
