At SUNY Oswego we have a multi level process. Given that we don't have a contract no one expects merit raises for the foreseeable future
I can't speak for other departments but I suspect that most follow the same procedure as psychology. The faculty determine who among the self nominated are to get merit and then rank order the selected faculty. That list along with a list provided by the Chair is forwarded to the Sub-division committee. Our subdivision is social and behavioral sciences. Each department has a representative on that committee. They rank order all of the faculty forwarded to them. The subdivision lists are forwarded to the Dean who combines those lists. The Dean may tweak some of the rankings but that is typically the exception. I believe the Dean does get the department chair lists separately. The Dean then determines cut off points for receiving merit and the two levels of increases. Gary J. Klatsky, Ph. D.
