I've worked at place where participation was completely "voluntary" and
got you extra credit in the class, and at places where it was a required
part of the class (you got an I, which eventually turned into an F if
not fixed).  But in both cases the students were offered an alternative
(usually something noxious, like a paper).
 
I was more comfortable with the former than the latter system.
