I believe the issue here is that at many schools (including mine) failure to 
complete this part of the course requirement results in an out and out "F" in 
the course; there is no other course requirement that has such a stiff penalty; 
it is usually just an "F" on that assignment, thereby lowering the overall 
grade, but not to a failure status for the entire course.
