Jason, my goal was to respond to your question with historical context, and 
links to Judge Patel's decisions.
The rules themselves explicitly charge leadership with identifying and weighing 
expert status when determining rough consensus.
Section 7 of RFC 7282 [1] gives special consideration to "truly active 
participants who are experts in the field".
