I just looked at the spec file to make sure there was not a typo in the user name -it's not... and it doesn't touch the tofmipd user at all, so I don't know why it would have disappeared.
However, I did notice a problem when upgrade (-Uvh) of the tmda-ofmipd rpm where the user was not created properly!? I'm not sure why this is happening, and it only happens on upgrade. If you rpm -e your old version and install (rpm -ivh) the new version it is all created properly. I'll have to look into this as it seems that rpm is not properly running one of the scriptlets. It sounds like you are up and running now...
