Unfortunately, you do right now.  We are trying to figure out what to
do about this.  The reason is that if remote authentication fails (-R
switch), we fall back to authenticating against the username:passwords
in tofmipd.

The file can be empty and should be owned by user 'tofmipd' and have
perms of either 600 or 400.
