I was able to reproduce this and fix it.  I put a new version 0.68-2 up at
http://www.symetrix.com/files/tmda/

This should fix any file attribute problems.  (by the way, the warnings you
saw were harmless because the attributes should have been root-root anyway)
For some reason, rpm didn't like the order I was specifying attributes and
was ignoring some, so I set a default attribute that covered most files in
the archive.

If you have time, give the rpms a test.  (If I were you, I wouldn't upgrade
the tmda-ofmipd rpm since you've put so much work into getting it working -
unless you want to test to see if it deletes accounts/files as you
indicated)
