Watchdog is an official TCK, so it's probably a little
off focus to put Tomcat-specific performance workloads
there. What I'm talking about is not generic at all,
it's a Tomcat-specific development tool (like the internal
regression tests) and of little interest outside Tomcat
I'm iffy on commons and JMeter as well.

(Costin, this one's for background, not for you :-),
but: I agree that writing a totally generic "webapp
performance suite" is difficult and of limited use.
That's not what I'm proposing, ref the "benchmarks"
thread for details.

Do you mean move the current set of regression tests
out of j-t-4/tester and j-t-4/src/catalina/test into
a new repository?

I agree that it's reasonable to put the Tomcat-specific
regression tests and profiling workloads together in the
same place. I'd like to see them all together with the
normal source download, because developers should (in
theory) re-run the tests before checking in changes.
But since Tomcat is already divided up into multiple
repositories, I'm not going to object as long as all
the tomcat-specific developer tools/tests are together.
