Of course it is; that's why it's merely "nice to have". I just hate wasting the vertical space on every browser window with a bookmarks toolbar. Initial evaluators get a message when a bug is first created, or first moved into a subcategory (component, in bugzilla lingo), but only then, whereas the default assignee gets the mail until the bug is taken up by a human being. That could actually be the preferred behavior, though. There have been times when I've gotten the bug creation email, thought about it for a bit, and went to make a change only to find out it had already been triaged, or closed, or thoroughly commented on, and I didn't know, because I was only on the IE list. That's why I put this under "other differences", where I didn't feel I could make a judgment call on which behavior was better.
