Ultimately, it is obvious that there are no serious reasons preventing
one from regularly sending QSLs from the USA. The real reason is simply
a lack of desire. QSL-cards could, for instance, be sent to Ukraine via
Canada. Many people forget about moral values...
I have a wonderful collection of beautiful postcards from the USA ( for
160 ). I often look through them and remember normal times...

1) I prefer sending and receiving actual qsl cards. It's worth it to
me and to many others, and the courtesy of exchanging qsl's is to me
one of the finest and most enjoyable aspects of this hobby. I don't
feel that way about eqsl, LOTW, or emailed qsl's. I don't respond to
any of them.
2) It takes me all of about 3 - 5 minutes to fill out and mail a qsl
card. Not a hardship at all. When I have to reply to 2000 bureau
cards, that is a different matter. But I am happy to do it for the
stations that make qso's with me when I am DXing and Contesting.
W1/W2 hams never have a problem getting too many JA qsls. We don't
even hear JA's for most of the sunspot cycle, and when we do, our band
openings to JA/Eastern Asia are VERY limited in time and quantity.
The ARRL qsl bureau is broken for lots of reasons. One in-person visit
to it and you can see most of them very easily, and it isn't because of
the JA cards.

The Bureau has been broken for years, thanks to, among other things,
the awards to JA amateurs for the shear NUMBER of paper cards they
submit. When I work JAs in contests on multiple bands, I used to get a
paper card for each QSO, and it took more than two years to reach me,
because they so badly overloaded the bureau system. About ten years
ago, posted on my QRZ page that I no longer responded to JA cards.
