ARRL Outgoing QSL Service, as detailed in the ARRL DXCC List website. This
includes nearly every active country."
Ukraine should be included.
I'm certain that based upon which countries are listed, that list is of
those that the outgoing QSL bureau does NOT service. I didn't see any
explanatory text anywhere explaining just what the list represented.
