I was intrigued as to why?

The exchange format between semantic web tools is RDF/XML.
TopBraid Suite supports this. This is what is required for
interoperation with other semantic web tools.

We also support some others. Our choices are based on what we think will
be helpful for many of our users.
I think also several of the TopBraid developers feel more comfortable
with n3/turtle, and, since we, from time to time, actually have to read
this files, having formats that the TopBraid developers can read more
easily is very helpful.

So, I am intrigued ... do you want OWL/XML format because you want to
read it? Because you have other tools that work with OWL/XML but not
with RDF/XML? or ...
what is the underlying requirement driving this request?
