It sounds like you're going off in a couple different directions here. If you want to attach a USB drive to the Touch and use its built-in Squeezebox Server, you can do that. It won't require a computer to be running for you to listen to your own music library. But you will have _no_ web interface, because the server that runs on the Touch doesn't have one.
Or you can run Squeezebox Server on a PC. That server _does_ have a web interface. Your music library will have be on a disc inside or attached to that PC, or possibly on an NAS or network file server.
