Option 1

You can control the touch playing music off the attached hard drive
using squeezeplay from the PC. However in this configuration there is
no webserver running as the Touch is not as powerful as a PC. 
SqueezePlay can connect to the server on running on the touch directly
talk to it to show the music that is playing etc.  You should also be
able to listen to music available on the touch using squeezeplay on
your pc.  I have to add that squeezeplay is not really supported so
doesn't always work 100%. 

The webpage you are seeing is coming from the server running on your
PC. You don't need to run this in the above configuration.  

Option 2

If your music is moved to the PC then you need the server there.  You
can then tell the touch to connect to the PC server and play music from
there.  In this setup the touch should be visable on the web page and
you would be able to control it thus.  You could also still use
squeezeplay in this scenario.

Moose (windows app by 3rd party) should also allow you to control
players.  I think it should work with both options though I've only
tried it on option 2.  And then there is also the mobile apps.
