Yeah, same here.  It works sometimes, sometimes doesn't.  It was better
at first, spinning up about 2/3 of the time.  Now there's much less
chance of it doing so.

The mechanics of the drive.  Bearing break in or something similar.  It
became 'stickier' and requires more power to get the platters spinning.

Very few drives are totally vibration free when their disks are
spinning.  It's very easy to tell with mine whether or not it's
spinning just by holding it in my hand.
