yes, decompressing is similar to "unzipping" and with defaults this
happens at the TOUCH itself. Transcoding is having the server, for
example, take the FLAC file and stream it as something else (PCM, mp3,
etc.). Folks that tinker with this sometimes think that having the
"unzipping" done on the more powerful computer running the server is
better than having the TOUCH itself do the work. 

Unless you are the type of person that wants to get "one" extra unit of
horse power from your corvette's 427 V8 engine, this issue (where the
"unzipping" takes place) is not important.
