When the player starts it sends out a broadcast message looking for servers. When the server starts up it broadcasts a message looking for players. So if the network is up when these events happen, the player and the server should find each other no matter which order they occur. If the network is down when one or the other of these events happens, they should eventually connect sometime after the network comes up.
