Resetting your Touch is not going to solve this.  The problem is on the
server side.  From your log, LMS is choking on startup after a system
reboot.

As I mentioned, Win10 is constantly being updated with feature
additions.  Excessively so.  It is possible that one of those many
updates over the months you were not accessing LMS locally has caused a
settings conflict. 

Defender and the Firewall may both be "fine", but they may also be
blocking or otherwise preventing LMS from fully starting on reboot.  I
own a lot of MSFT stock, but that doesn't make my Windows machines run
any better.

If you are going to dismiss common diagnostic steps out of hand, and do
this out of sequence, then it is going to be very hard to help you.

Running straight to the Registry by itself is not a solution.  It is the
last step of a complete application uninstallation.  You are always
welcome to do that, and see what happens.
