Also, I am not dismissing diagnostics steps, have no idea where you are
getting that.

I am also intimately aware that Windows 10 is constantly being updated.

If Defender and the Firewall may be blocking, what should I look for to
unblock?

Editing the registry and re-installing did not help the issue.
