I have been trying to push for all rulesets to document themselves on

It is my understanding that the following,
      * You can always see star system.
      * You can see all details about the contents of a star system when
        you own an object in that star system.
      * A fleet which is travelling between systems is invisible.

Fog of war generally refers to the fact that you have incomplete or out
of date information. http://en.wikipedia.org/wiki/Fog_of_war

Don't know. I think the 3-turn cycle is slowly become less important?
