This is trac 1.0.9 and postgresql 9.3.14. I realized the delay and timeout is gone when using the Quiet Mode from the QuietPlugin, which is a good thing for unimportant mass updates anyway. So the email notification is causing the delay. I have TracAnnouncer installed. - Mo
