Do you receive an email notification for every ticket that is changed? Batch modify will only send one email notification for all tickets that are changed, however Announcer may send a notification for each ticket that is changed. If so, that's a problem with Announcer. As for dealing with the problem, much of AnnouncerPlugin has been added to Trac in release 1.2. I'm working on a Trac 1.2-compatible version of AnnouncerPlugin.
