Interesting. The individual configuration of email notifications for
every user is a requirement for us, like this is possible in Bugzilla.
Our current version of AnnouncerPlugin is still not very flexible to
create custom rules, only some sets of notifications are selectable.
Thanks for your efforts for a new version. Good to hear that parts of
it are integrated into Trac core. What is the mail reason for the
Plugin on Trac 1.2, which main parts are not integrated yet?

changed? Batch modify will only send one email notification for
all tickets that are changed, however Announcer may send a
notification for each ticket that is changed. If so, that's a
problem with Announcer.
As for dealing with the problem, much of AnnouncerPlugin has been
added to Trac in release 1.2. I'm working on a Trac 1.2-compatible
version of AnnouncerPlugin. When that is ready you could upgrade
to Trac 1.2.
