I is just email, there is no format restrictions
I'd also like to know what kind of spam filtering it does. If the
incoming e-mails need to have a specific format that doubles fine as a
spam filter (i.e. everything that isn't formatted properly is spam) but
other than that I'm not sure if it does anything else.
It only checks the X-Spam-Score or X-Virus-found in the message header,
the headers are mostly set by external SPAM/Virus programs.

You could use the XMLRPC plugin. However, it doesn't work with 0.9.x so
you would have to upgrade to trunk, or wait until 0.10 is release (which
will, hopefully, be "real soon now")
If you can't wait, you could probably get away with just POSTing a
regular web form to <http://your-trac-server.example.com/newticket>.
You can grab the fields names from the regular Web interface or
look at the template.
