Uploading a ZIP will work.  But I think if you want to work directly
with SVN you will need server access to do the initial SVN checkout.

To upload POT files you will need to have rights to the "Templates"
pseudo languages.  You browse to the correct place and upload the ZIP.
Pootle will simply extract it in that directory, all paths as in the
ZIP.

You can do the same with the language.

Please be aware that if your project is a GNU style project eg GNOME and
GNU tools which have a single folder with multiple languages eg:

po/
        af.po
        fr.po
        de.po

Then the above will not work as although we show you browsing into a
folder we are actually getting all languages in a single directory.
