Perfectly clear. Pootle does not, and cannot edit, the header comments ie #[space] above the real header. Because this is mostly free form we haven't really actively looked at automating it.
Pootle only updates PO-Revision-Date, X-Generator and Last-Translator. We haven't created any ways to set the info required for the other entries. The Toolkit has the ability to access and update any of the 'real' header entries, so any of these can be done if someone wants to code the feature to collect the right info in Pootle. The #[space] header section cannot be auto-updated, although you can access it as a whole from the toolkit.
