I think its no to both those questions. But the overhead to track these projects is a little bit hard from our side, but not that hard from someone keen to see more translations on any particular language. Fortunately Pootle 2.0 makes some of these tasks for a web-based admin much easier. So I'd like to propose the following: 1) Choose a project you care about, volunteer to be the project admin 2) Get the latest POT files and update them 3) Start communicating as the project liaison between the upstream project and the translators. We have RSS feeds which should make your project level communication easy. If you choose a slow moving project then I don't think the effort will be that big, maybe updating POT files 3-4 times a year. Keeping a check on the deadlines, communicating them. Upstreaming translated files whenever they get to 100% or cover the target you set. So not that much work but of immense value to yourself and to the community at large.
