The Netherlands currently have a simple transient limiting requirement for pulse dialling. This requires voltage spikes during pulse dialling to be limited to below 130V.
However, as pointed out, the vast majority of telephone subscribers in the Netherlands now have access to DTMF (in fact it may be 100%). In our experience, some companies do decide to remove pulse dialling as a feature because of this in order to keep product cost down. Luxembourg will accept approvals from various European member states as the basis for issuing a Luxembourg approval. The issue of changing standards in other member states is ignored by the Luxembourg authorities.
