Bruce,
     
     I don't see why handheld products would be exempt from ESD.  There 
     could be problems when the product touches a charge source/sink.  If 
     the product is passed from one to another, this could also be a 
     problem.
     
     Damage from ESD can occur when the product is turned off as well.
