PQAA stands for Production Quality Assurance Approval.  It is
the title for BABT 340 (requirements like ISO 9002).

BABT340 is the UK national standard that is used for
both the issuing  UK national approvals and for
the issuing of annex III approvals under the TTE
directive.

The BABT also issues voluntary approvals (tick mark).
The voluntary requirements are often requirements
that use to be mandatory (like layer 2 and 3 requirements
in NET2).

Thus BABT 740 will have a collection of those past mandatory
requirements that a manufacturer may still wish to be
compliant to and other stuff to.

Thus if a manufacturer chooses to be compliant to the
non mandatory, that we will referenced in the approvals
too.

This is my understanding of what the BABT is doing
with 740.  While it's probably close to accurate, it's
better coming from the horses mouth, (no disrespect meant)

Richard if you are reading this, can I ask that you 
step in and define for all what is the BABT intention

If only I knew what PQAA stands for, I might start understanding this.

Is the following correct:

BABT had a product safety standard that went beyond what is in the
essential
requirements of the LVD.

In particular, the document had maximum acoustic loudness requirements to
protect consumers from overly loud noises from telephones, damaging their
inner ear mechanisms.

Compliance with such requirements can not be mandated under the LVD,
BUT, if you don't comply with those BABT requirements, that fact will
somehow be reflected in your approval certificate ?

NB:  There always was a problem between the LVD, which deals with
"Electrical Safety" and the standard for ICT equipment, IEC 60 950, which
deals with "Product Safety", including all manner of non-electrical things.
 Compliance with 60 950
indicates much more than just compliance with the essential requirements of
the LVD.
