A TCF does not require a Notified Body. TCFs are peculiar to the EMC Directive, as are Competent Bodies. (Be careful of the use of "Technical Construction Files" vs. "Technical Files". )
It doesn't matter if a product requires a TCF because it is too large to test in accordance with harmonized standards, or because it is more convenient as a result of multiple versions or updates. In either case a Competent Body may sign the TCF. For some products (e.g.- telecom, radio), a Notified Body will be involved anyway, so in that case the NB may be the convenient choice, but otherwise, a Competent Body is all that required for a TCF. In that case he would want a notified body report to back up his declaration of conformity. TCF's can come in handy when one expects to make regular modifications to the original unit.
