Joe, India is extremely bureaucratic. Get an Indian partner to go through the grief for you.
Safety: IEC-950 based safety standards. Member of the IECEE-CB scheme. EMC: Not enforced, but they believe in CISPR22. The regulatory body is TEC (Technical Evaluation Committee) which is apart of the local DOT (Dept. of Telecommunication). The process differs for Interface approval (IA) or Type Approval (TA) and the equipment under question etc. But if you discuss with them they are generally able to advise you. The DOT issue their own specifications and again these can be obtained from DOT in India. These are based on a combination of British or East European Standards.
