I made that claim.  Here is the rationale.

Considering the guidance given in 74/484/CDV, Subclause 6.3 [or, EN60950/A4,
Subclause 6.5], and using the guidance in Subclause 2.6.3.3 [or EN60950/A4,
Subclause 2.5.11], (1.3A)X(1.5)=1.95A
