Careful. We on this side of the world are not guiltless ourselves. It was probably committees running on different programs. Remember that we had the draft harmonized FCC Part 68 which in between its passing was paralled by the ISDN report and order which also had numerous corrections and a new TSB 31B all of which came to some semblance of cohesion only on or around April 15, 1998.
