I agree that time spend on 98/13/EC was a questionable investment.  Nobody
so far has explained to me what the rational was for its publication.  I am
sure there was one and it probably had to do with fixing fences so no
cattle could escape while they were working what we've first got to know
and love as the CTE Directive and later became the R&TTE Directive. 
Versions of  98/.../EC have been debated for the last two years and
significant parts have survived all along but have no presence in 98/13/EC.

However, if you're more of a radio man, than 98/.../EC is for you, and
you'd better get to know it intimately.
