What you are missing is that the Low Voltage Directive does not tell you
to apply any standard.  It tells you that the thing should be safe AND that
if you meet the requirements of the harmonized standard that is applicable
to whatever it is that you want to market, you are deemed to have met the
requirements of the Directive.

If there is no harmonized standard, you still have to meet the "Essential
Requirments" of any applicable Directive.

The EC has done away with the cookie-cutter approach that we have grown
accustomed to in North America.   However, even in North America, if you
get 
listed to a particular standard, that does not mean that the product is
safe or
that you won't get sued if the product hurts somebody.
