The latest proposed text of the RTTE directive
(Article 3 clause 1(a) reads:
The following essential requirements are applicable
to all apparatus:
(a) the protection of the health and safety of the user
or any other person, including the objectives with
respect to safety requirements contained in
Directive 73/23/EEC, but with no voltage limit
applying.
This used to say "no lower voltage limit" but was changed
at the last amendment. Anyway, if this comes in next year,
it will definitely be relevant to your 48V connected
telecomms equipment
