Clause 1.1.1 of EN60950 Issue 3 1997 states "This standard is applicable
to mains-powered or battery-powered information technology equipment,
including electrical business equipment and associated equipment, with a
rated voltage not exceeding 600V"

Most C.O equipment is supplied from mains to DC convertors and (not
always) a battery backup, as such these supplies and the equipment
connected to them are within the defined equipment covered by EN60950.

The LVD is not applicable to equipment where both the INPUT and OUTPUT
port
voltages or supply voltages are below the limits of the LVD. Voltage
levels within the equipment have not been included in the directive.

In the U.K, all equipment placed onto the market is required to be safe
and this is stated in the Low Voltage Directive 73/23/EEC (if
applicable) General Product Safety directive 92/59/EEC (if applicable)
and
the Health and Safety at Work Act 1974 Chapter 37 Clause 6.
