The product for Europe is an E1 product, the product for the USA and Canada
is a T1 product.
You don't need a standard, you need a crashcourse in basic
telecommunications lore for a 
couple of weeks.  Failing that, get a GOOD consultant (not me).

The European requirements are in ETSI standards,  the North American
requirements are in T1 
Standards.  For North America, you'll also have to comply with
reguslations.

For Europe you have to comply with regulations as well.  They are simialr
but not the same.

In short, you should advise your management that if they plan on entering a
very competitive
market by asking a neophite to design a product for that market, they are
courting disaster.
