Steve,

Even though you do not plan to sell your product in Australia and Zealand
at this  time it would be  wise and economical to have your Test house
include Australian National Deviations when doing the European safety
testing  to EN60950. They can then issue a Test report to TS-001 &
AS/NZS3260 for little incremental cost.  
 
The European EMC report can usually be used in Australia.  
 
Telecom's testing to TS 016 is required. That can wait till you are ready
to enter the Australian  market.
