It means some games and desktop environments may not perform very well, or  
may even perform quite poorly. It may also mean a slight performance  
reduction in general (you see it as a sort of choppiness when doing things  
like dragging windows around and scrolling through Web pages).

The best check for the GPU is to see how well some games you like to play  
run. For 3-D games, in particular, a lack of hardware acceleration tends to  
cause markedly reduced performance, often to the point where the game is  
practically unplayable. 2-D games are typically not noticeably affected,  
although sometimes they are (it depends on how complex of a graphics engine  
the game uses).
