What you are suggesting (and I bring this up because it's all within the context of LOVE) is exactly what Yeshua spoke against when he said.....
"You have heard that it was said, 'YOU SHALL LOVE YOUR NEIGHBOR and hate your enemy.' But I say to you, love your enemies and pray for those who persecute you, so that you may be sons of your Father who is in heaven; for He causes His sun to rise on {the} evil and {the} good, and sends rain on {the} righteous and {the} unrighteous. For if you love those who love you, what reward do you have? Do not even the tax collectors do the same? If you greet only your brothers, what more are you doing {than others?} Do not even the Gentiles do the same? Therefore you are to be perfect, as your heavenly Father is perfect." (Mattityahu 5:43-48)
To me there is NO difference between brother and neighbor within the context of love. If we love our neighbor who is not a believer, just MAYBE they'll urn from their sin... including ARAFAT!

Still waiting for a response here from anyone.  It seems to me that a “brother” is a fellow believer, and some of the commandments for a brother would be different (throughout the Bible) from those of a “neighbor”, which I think would be someone who is not necessarily a brother. I would say that #15 could be modified (through cultural bias) to include statements similar to: "Not to hate fellow Christians," etc.

 

However, one could use the command as it stand as permission to hate those outside one's "group."

 

This, then, is countered by love your neighbor as yourself and do good to those who hate and use you once we determine that all of mankind of our brother.
