VERSE Three And he said unto them, Unto what then were ye baptized? And they said, Unto John's baptism.
The holy ghost was not yet given, during the lifetime of John.
John 16 Nevertheless I tell you the truth; It is expedient for you that I go away: for if I go not away, the Comforter will not come unto you; but if I depart, I will send him unto you.
In addition, OT saints did not recieve the Holy Ghost.
Johns baptism: Acts 13:24 When John had first preached before his coming the baptism of repentance to all the people of Israel.
John 1:31 And I knew him not: but that he should be made manifest to Israel, therefore am I come baptizing with water.
They were under John's baptism which was meant to point ISRAEL to Jesus.
By this time in the book of acts (Chap 19) we are now dealing with Christians It is dangerous to build doctrine on a transitional book.
Acts 11:26 And the disciples were called Christians first in Antioch.
Acts 13 Then Paul and Barnabas waxed bold, and said, It was necessary that the word of God should first have been spoken to you: but seeing ye put it from you, and judge yourselves unworthy of everlasting life, lo, we turn to the Gentiles.

Correction! I did not define receiving the Holy Ghost as salvation. I said
that one cannot receive the Holy Ghost unless one first experiences
salvation. There are many who are saved who have not yet received the Holy
Ghost.
Acts 19:1-2
(1) ... Paul ... finding certain disciples ... said unto them, "Have ye
received the Holy Ghost since ye believed?"
