What I thought that I was voting for is Stephen taking over the overall management of Torque and making sure that patches make it in...ie: the project lead. I'm not really ok with using JIRA because it is #1 not open source, #2 against my morals with Scarab, though I don't have time to setup and maintain Scarab on Nagoya right now so I'm not really sure I can completely -1 something that is working for people.
