I think Jason became frustrated as the primary maintainer with the early version that was first tried. As scarab is very configurable and possibly difficult to administer as well as missing some important features. He thought Jira was open source when the decision was made to use it. I think he (and the rest of the maven crew) will be persuaded to use scarab, but I don't see any reason to force the issue. Since they have a working issue tracker, the switch can wait until they have seen the latest scarab and are comfortable with its progress.
