ViewCVS and CVSweb can be used to easily link to the latest version of
non-HTML files check into a CVS repository for web-based browsing.
It's a neat trick...here's an example using CVSweb (though your URL may
be slightly different):
http://joist.tigris.org/source/browse/sandbox/INSTALL?rev=1&content-type=text/x-cvsweb-markup
