Start of Torque docs

Hi,

It's not much but there is some torque documentation
on the Turbine website now. It's simply an explanation
of what it does. Which might be useful for people who
don't know what it is.

I'm still working on making it easy to use. Once
that is done I'll add that to the torque doc.
