The major votes, like licensing, weren't "apache-style" votes, they
were hand counts. Ordinary development of WM proceeds according to
an apache process with veto-style voting. But, even in that context,
as project leader I view it as my job to veto anything which the
user base resists.
True user votes are used to make big decisions like licensing, long
term direction, etc. Things like that happen about once ever month
or two. I think people appreciate being included.
