Removing velocity-0.4.jar?

Hi,

I just checked out turbine and it wouldn't build. The problem is that the 
lib dir contains two different velocity jars: 0.4 and 0.7.
Velocity-0.4 is missing some functions but it became first in the classpath.

Not hard to fix, however if 0.4 is no longer used, why not remove it...?
